which is the cheapest method and right time for sending money to india.Pls advice.

My friend, there is nothing as 'cheap' here!. You can transfer funds through any of the banks through Internet Banking or money transfer through Telemoney or Tawaheel Al-Rajhi or Bank Al-Bilad or Western Union. The charge is 14 to 25 Riyals irrespective of the amount transferred.
Just walk-in with your IQAMA and register!

send money via taHavel al rajhi it is the best way and its give better rate than all other and avoid sending Friday Saturday or Sunday because these days you will not get the actual exchange rate.
